Mission
  1. Develop capacity of civil service organizations including Dzongkhags by 2015 for effective human resource management.
  2. Continue to maintain small, compact and an efficient civil service through effective human resource policies and management.
  3. Develop performance management capacity in the civil service organizations by 2005 through development of management systems and training of human resource managers.
  4. Develop professionalism in all civil service positions by instituting systematic training need assessment and encouraging on the job learning process by 2010.
  5. Develop and institute award systems for innovative works and practice.
