Recognizing
the need to improve public service delivery, the Royal Government
decided to initiate the Administrative Burden (AB) reduction exercise.
While the exercise had a modest beginning from April 2007 as part
of the corruption prevention measure of ACC with pilot AB studies
in few regulations towards the fall of 2008, the real thrust on it
came from the Government's recent initiative to improve public service
delivery. Hon'ble Prime Minister's meeting with Secretaries to the
Government and two Commissioners of Royal Civil Service Commission
on 6th April 2009 was a kick start to the process followed by Cabinets
directives through Executive Order No. C/03/1385 dated 17th April
2009 to internalize the service delivery improvement process in line
agencies within a period of 9 to 12 months. The ownership of the exercise
is entrusted to Royal Civil Service Commission. The five member team
called "IPSDS Team" under the supervisory and administrative control
of the RCSC shall facilitate the technical inputs to simplification
of rules, forms, process and other things required for efficient public
service delivery.
