9.1 What is a Broad-banded position?
A broad-banded position is one that is linked to one or two other higher or lower level positions in the same occupational group where movement through them will be by a simplified process other than competitive selection.

9.2 Why are there such positions under the PCS?
Having such positions provides benefits to both the employing organisations and the civil servants themselves. Broad-banding can be used in two ways:

• to internally ‘promote’ someone through each level to reward excellence in performance, development of skills and increased responsibilities within a particular position; OR
• to recruit at a particular position level depending on the needs of the organization.

9.3 Broad-banded positions have the following requirements:

• Same minimum qualification
• Similar in purpose, duties and responsibilities
• Differ mainly in depth/years of experience, growth of responsibilities and skill development
• Intended for positions from grades 6 to 17
• Encompass a maximum of three levels within a position.

Broad-banded positions will be proposed by individual ministries and agencies and reviewed by the Job Description and Job Evaluation Committee in accordance with the above criteria. The RCSC will consider these proposals and if appropriate, will approve the broad-banded positions.

9.4 How does one move through Broad-banded positions?
The following requirements have been determined for movement through broad-banded positions:

• Completion of the minimum years’ requirement in one’s current level
• Acquisition of the minimum level of knowledge, skills and training for the next level
• A greater level of responsibility and autonomy within the role is required and this may include supervising others
• A clean service record
• Performance ratings of at least above average for the last three years.
