Dasho Sherub Gyeltshen, Hon. Secretary for Dzongkha Development Commission superannuates

Dasho Sherub Gyeltshen, Hon. Secretary for Dzongkha Development Commission superannuated from the civil service on the 16th of December, 2014 after 37 years of dedicated service to the Tsa-Wa-Sum.

Dasho Sherub began his career in the Ministry of Home and Culture Affairs on the 1st of January in 1978. He worked with the Ministry for 11 years in various capacities and on April 24, 1991 he was appointed as the Dzongdag for Lhuntse Dzongkhag. For the next fifteen years, Dasho served the Royal Government in the capacity of a Dzongdag for various Dzongkhags such as Samtse and Thimphu. On January 20, 2006 Dasho was appointed as the Drangpon in the High Court, Royal Court of Justice. And finally on the 3rd of June, 2009, Dasho was appointed as the Secretary of Dzongkha Development Commission.

 

Dasho Sherub has displayed the highest level of integrity, sincerity and professionalism throughout his career. In recognition of his dedicated services and his contribution to the Tsa- Wa-Sum, Dasho was conferred with the honor of Red Scarf from His Majesty the Fourth King in 1997. Further in 2010, Dasho also received the Merit of National Award from His Majesty the King. Looking back at his time in the civil service, he recalls as his fondest memory the recognition he and his team received for the Punakha-Wangdi Valley Development project from his Majesty the Fourth King when he was a young and passionate officer.

 

On being asked what he sees as an issue in the civil service and what could be done to improve it, Dasho said that the Civil Service needs to be aware of the subtle rise in corrupt practices. He said that only through the transformation of the mindset of people can the issues concerning corruption be combated successfully. Therefore, inclusion of concepts such as Le Jum Dre and Tha Dam Tsi in our education system/curriculum is very important since the civil servants of today are the school students of yesterday.

On being asked if he had any advice for young civil servants, he said that young civil servants will have to be far sighted and visionary and therefore concentrate on what would benefit the country in the long run. Young civil servants should never give in to short-term fast results and benefits that might result in a ‘not so good’ future for Bhutan. He also advised that we all should always reflect on the existence of cause and effect and therefore work with loyalty to the achievement of real “Gross National Happiness”.
