2. Implementation

2.1 Has the PCS been approved by the Royal Government?

The Position Classification System has been under design and development for some years. The PCS policy was approved by the RCSC Commission in January 2005 and by the Council of Ministers in March 2005.

2.2 When will the PCS become effective?

The PCS is scheduled to become effective on 1st January 2006

2.3 What still needs to be done to implement the PCS?

Currently, the final touches to the PCS is being carried out by the following seven committees
  • Recruitment and selection committee
  • Job description and job evaluation committee
  • Performance culture committee
  • Human Resource Development committee
  • Pay revision committee
  • Rules revision committee
  • Media, publicity and information committee

2.4 How will the implementation affect individuals and their current positions?

A key principle of the implementation of the PCS is ‘vested rights’, which states that no civil servant’s current position and/or grading shall be adversely affected by the introduction of the PCS. However, to move to the next position and/or grade, the civil servant will have to acquire the necessary qualifications/training prescribed by that position description.


2.5 What happens if a civil servant does not have the qualifications for the position to which he/she is assigned?

The RCSC and respective organizations together with the Royal Institute of Management and other institutes, are currently working on strengthening in-country training programmes to provide civil servants with adequate opportunities to improve their current qualifications/skills.


2.6 What happens if a civil servant’s current grade is lower than what has been assigned to their position?

If a civil servant’s current grade is lower than what has been assigned to their position, they may be confirmed in that position depending on his/her performance in that role.
