6. Recruitment and Selection

6.1 What is different about recruitment and selection under the PCS?

Under the PCS, recruitment to fill in an existing position vacancy shall be either through a competitive selection process or transfer. Under normal circumstances, candidate must meet the qualification, skills and/or experience required for the position and transfers.

Competitive Selection process is for:

  • Recruitment into the civil service
  • In-service recruitment: promotions
6.2 What is meant by a ‘Competitive Selection Process'?

Competitive Selection Process means that interested candidates are eligible to apply and compete in the selection process as long as they meet the minimum qualification, skills and/or experience required for the position.

The vacant position shall be advertised widely and related information shall be made available to ensure a fair and transparent process.

Under Competitive Selection:

  • All eligible candidates will be assessed on the basis of the vacant position’s job description and
  • All candidates will be assessed against the same set of critical factors
    • Merit - that is their ability, knowledge and skills (performance) demonstrated in their current position
    • Potential - that is the likelihood that they will be able to perform the duties/responsibilities of the vacant position.
6.3 Will my years of service still be recognised?

Yes, your years of service will continue to be recognized in a number of ways such as:
  • in determining the eligibility for movement through broad-banded positions and
  • in determining eligibility to apply for promotion to higher level positions.
However, it will no longer be the main determining factor in movement between positions and poition levels.
