BHUTAN CIVIL SERVICE EXAMINATION 2011
The Royal Civil Service Commission is pleased to announce the Bhutan Civil Service Examination (BCSE) 2011 for recruitment of University Graduates into the Civil Service as follows:
STAGE I: PRELIMINARY
EXAMINATION
1. The
objective of Preliminary Examination is to shortlist candidates for the Main
Examination and ensure minimum standard required of a candidate.
2. Preliminary Examination Paper shall be common to all categories of graduates.
3. Preliminary Examination shall be objective type questions to test English and Dzongkha communication skills, logic and analytical, problem solving and data interpretation abilities of the candidates.
4. Candidates shall be required to answer in the Optical Mark Reader (OMR) answer sheet provided by the RCSC.
5. Only those candidates who achieve the minimum cut off marks are eligible to sit for the Main Examination.
6. Marks obtained in the Preliminary Examination shall not be carried forward to the Main Examination and shall be valid only for that particular year.
STAGE II: MAIN EXAMINATION
1. The objective of the Main Examination is to test candidate’s core competencies and subject/general knowledge for final selection.
2. Candidates appearing the Main Examination shall be grouped under the following categories of BCSE:
a.
Post
Graduate Diploma in Public Administration (PGDPA)
b.
Post
Graduate Diploma in Financial Management (PGDFM)
c.
Post
Graduate Diploma in Teaching (PGDE);
d.
Technical
Graduates: Positions requiring technical subject knowledge
and Law graduates for PGDNL; and
e.
Dzongkha
Graduates: Teaching positions (PGDE) in Schools and other
positions in Agencies requiring Dzongkha knowledge.
3. Main Examination shall consists of the following three parts with corresponding weightage:
a. Part I: Academic Achievement (AA) - 10%
b. Part II: Written Examination (WE) - 70%
c. Part III: Viva Voce (VV) - 20%
ACADEMIC
REQUIREMENT
Minimum of a Bachelors Degree of
at least three years:
a. PGDPA: Minimum of a Bachelor’s Degree in any field.
b. PGDFM: Minimum of a Bachelor’s Degree in Commerce /Economic (Honours)/ Economic (Majors)/ Business Administration /Business Management.
c. PGDE: Minimum of Bachelor’s Degree with at least one relevant subject prescribed for the Bhutanese School Syllabus and has obtained the minimum qualifying marks in the subject at the Bachelor's Degree examination.
d. Technical: Relevant field of specialization.
e. PGDNL: Minimum of Bachelor’s Degree in Law.
f. Dzongkha: Minimum of Bachelor’s Degree in Dzongkha/Buddhist Studies

REGISTRATION
PROCESS
1. Eligible candidates shall register online at
www.rcsc.gov.bt and upload recent passport size photograph.
2. To confirm registration, candidates must
attend the briefing for the Preliminary Examination.
3. Only
those candidates who qualify in the Preliminary Examination are required to
report in person for verification of documents and confirmation of registration
for the Main Examination with the following documents in original as well as a
complete set of photocopies:
a. Academic transcripts of Master’s Degree, if relevant
b. Academic transcripts of Bachelor’s Degree
c. Academic transcripts of Classes XII
d. Academic transcripts of Classes X
e. Bhutanese Citizenship ID card (new)
f. Valid Security Clearance Certificate
g. Valid Medical Fitness Certificate
h. NGOP certificate
i. Original “No Objection Certificate” from the employer, if employed
j. Two recent passport photographs
k. Four legal stamps
l. Letter of Undertaking (Available at the time of Verification and confirmation of Registration)
m. Bhutanese Citizenship ID card (new) of the witness
Registration
of applicants for the Main Examination with incomplete documents will not be
accepted.
SELECTION & PLACEMENT
Only those
candidates who qualify in the Main Examination with a minimum of 50% marks are
required to report in person for selection and placement to:
a.
PGDPA Course
b.
PGDFM Course
c.
PGDE Course
d.
PGDNL course
e. Positions
requiring Technical graduates
f. Positions
requiring Dzongkha Graduates
The
following criteria shall apply for selection and placement:

Merit
ranking of BCSE Main Examination result
·
Availability
of vacancy
·
Meeting
academic mark requirement in the subject for teaching positions
Further, if a selected candidate withdraws his candidature, the vacancy shall be offered to the next qualified candidate in order of merit.
